The Arab Organization for Industrialization, at the headquarters of the Ministry of Local Development, signed a contract to establish (4) waste recycling plants within the framework of the project to improve the water quality in the Kitchener Drain - the solid waste component - which was signed by Major General. Engineer Ismail Sayed, Chairman of the Board of Directors of the Arab Company. British Dynamic Industries (ABD), affiliated with the Arab Organization for Industrialization, and Dr. Hisham Al-Helbawy, Assistant Minister of Local Development for National Projects.

 

In this context, Major General. Engineer Mokhtar Abdel Latif, Chairman of the Arab Organization for Industrialization, praised the serious and continuous cooperation with the Ministry of Local Development in implementing the directives of President Abdel Fattah El-Sisi to continue the efforts made to activate the new system for managing municipal solid waste, in light of the utmost importance. , which the state assigns to improving the environmental, health and living conditions of citizens, reducing pollution rates, as well as establishing a national waste management industry and providing new job opportunities, pointing out that the established plan achieves sustainability and continuity. It has positive implications for the state’s sustainable development plan and Egypt’s Vision 2030.

Regarding the signing of the contract, he explained that this cooperation comes within the framework of implementing President Abdel Fattah El-Sisi’s directives to the government to quickly implement the targeted works and projects within the project to improve water quality in the Kitchener Bank - the solid waste component - in order to achieve the highest sustainable environmental and economic return, to implement the national strategy for water change. Climate and integrated management of municipal solid waste.

 

For his part, Major General Hisham Amna, Minister of Local Development, praised the existing cooperation between the Ministry, the Ministry of International Cooperation and the European Union and the continuous support it provides within the framework of many projects and initiatives related to developing local administration work systems in Egypt, especially the project to improve water quality in the Kitchener Bank - Component. Solid waste - which in turn enhances the achievement of President Abdel Fattah El-Sisi’s strategic vision to build an integrated system for solid waste management in all governorates.

  The Minister of Local Development said that the project aims to support the hygiene system in the governorates of Gharbia, Kafr El-Sheikh, and Dakahlia, which are located within the scope of the Kitchener Bank, through establishing factories and intermediate stations, rehabilitating and closing random dumps, rehabilitating garages, and collecting and transporting solid waste, in order to achieve the general goal of the project, which is improving public health and the situation. Environmental, which helps stabilize the economic and social situation of the residents of the governorates targeted by the project.

Major General  Hisham Amna stressed the importance of accelerating the implementation of the targeted projects on the lands of the governorates of Dakahlia and Kafr El-Sheikh and quickly entering these factories into service, in implementation of the directives of the President of the Republic, indicating the Ministry’s keenness to localize the industry and support national companies and the Egyptian private sector, with regard to the field of municipal solid waste. .

 

During the contract signing ceremony, Major General Engineer Ismail Sayed indicated that the Arab British Company for Dynamic Industries (ABD) won the international tender of the European Bank for Reconstruction and Development (EBRD) to establish (4) factories for processing and recycling municipal solid waste in the two governorates of Dakahlia. Kafr El-Sheikh, with a value of 38.8 million euros, and its implementation period is (22) months, starting in March 2024 and ending on December 31, 2025.

 

He stated that this contract is being carried out within the framework of the Kitchener Bank disinfection project, which is implemented by the Ministry of Local Development, and which is financed with a loan from the European Bank for Reconstruction and Development and a grant from the European Union, pointing out that this is the second largest solid waste recycling program in the world funded by the European Bank.

 

He explained that the recycling factories include 3 factories in Kafr El-Sheikh Governorate in the cities of Desouk, Al-Hamoul, and Kafr El-Sheikh, with a production capacity of 1,800 tons of solid waste per day, and the fourth factory in Dakahlia Governorate in the city of Belqas, with a production capacity of 600 tons of solid waste per day.

 

He added that the design of the system for the four factories is carried out in accordance with all standard and environmental conditions and specifications and taking into account the cultural appearance, stressing the deepening of the local manufacturing of many equipment by benefiting from advanced global expertise in this field.

 

In turn, Dr. Hisham Al-Helbawy expressed his thanks for the support of the European Union and the European Bank for Reconstruction and Development and the constructive partnership and fruitful cooperation between him and the Ministry through financing sustainable development projects and programmes.

 

  The Assistant Minister of Local Development stressed the importance of the role of development partners in strengthening the efforts of the Egyptian state to achieve environmental and economic development through the implementation of the Kitchener project activities plan, which contributes to creating an integrated hygiene system that begins with the collection, treatment, recycling, and safe disposal of waste in the three governorates in which the project is implemented, which are: Dakahlia, Gharbia and Kafr El-Sheikh.

Dr. Hisham Al-Helbawy also stressed the keenness of the Minister of Local Development on the necessity of quickly implementing the Kitchener Bank project plan to support the solid waste management system implemented by the Egyptian state, noting that the project also contributes to the areas of institutional development of solid waste departments at the governorate level and developing their capabilities to Good planning, preparation and analysis of databases to identify the gaps and actual needs for developing the solid waste system. In addition, a tool has been developed to follow up on recycling and treatment plants to facilitate the management of operations in treatment facilities.
